Several questions

I've looked through the various rulebooks, FAQs, and briefly browsed the 'answers from kevin wilson thread', but still have a couple of questions.

1. When an encounter card says 'a gate and monster appear', and we're playing with 5+ players, do two monsters appear or just one? The note regarding two monsters with 5+ players is in the Mythos section of the rules, not some general area, so i'm not sure if that statement applies only to gates opening during Mythos phase.

2. The Innsmouth Horror rules clarification on Monster Surges: Is that clarification just giving a name to the event (I guess it didn't have a name in the first printing?), or is it actually changing the number of monsters that appear when using the Innsmouth board? My rulebook says monsters equal to the players or open gates, whichever is greater, but IH says just equal to the open gates. I guess this throws me off because this note is not in the 'Arkham Horror rule changes and clarifications' section, but in the Innsmouth Horror rules section which contains rules that modify the basic arkham horror rules when using the innsmouth board.

3. Moving in Innsmouth while Martial Law is in effect: If moving onto some monsters, I know that initiating combat ends my movement, thus forcing the evade check. But do I resolve the evade check for martial law before or after combat?

4. Can I use an effect that says 'move to any location in arkham' (Patrol Wagon, various encounters) to move to Devil Reef? I know I can't go to Y'ha-nthlei, per its rules, but Devil Reef has no such statement. However , in the IH rules, it says "These two locations are not connected to the rest of the Innsmouth board. They can only be reached by aquatic movement . " Is that intended to prevent the use of 'move to any location in arkham' for Devil Reef as well?

That can give very odd timing, though. You're in Factory District streets, and want to move to Esoteric Order of Dagon. There's a Ghoul and a Servitor of the Outer Gods in Church Green streets.

If you intend to stop and fight the Ghoul to stop it running for the vortex, you'd go "martial law", then fight the ghoul, then sneak past the Servitor.

If you intend to sneak past both to get to Esoteric order this turn, you'd sneak past the Ghoul, sneak past the Servitor, then move to Esoteric Order and make a martial law check.

If you intend to sneak past both, but mess it up, you'd sneak past the Ghoul, fail ... and then what? make a martial law check before being dealt combat damage for failing the evade check? make a martial law check before the Horror check? Make a martial law check after the fight with the Ghoul but before dealing with the Servitor?

It's considerably simpler if you do the martial law check after everything else in the movement phase.

(Also, it uses the "ends his movement" language, so for consistency you would also read the exhibit from "Egyptian Exhibit vists Miskatonic U" environment before fighting monsters, which seems a bit odd, as it would be about the only time there's a clue and a monster in the same place that you could get the clue first)

I'd read "ends his movement" as "ends his movement [phase]" not "ends his [use of] movement [points]"

(Question on martial law: if a gate is replacing a location, does the new "gate location" have a martial law check?)

Yeah, it's not pretty, but that's what I was told.

As far as the gate thing, I've been playing that you don't make a martial law check while on an open gate. My reasoning is that the check is tied with the location, and the gate has replaced the location.
