The Plague of Unbelief was a fairly short interlude, lasting only a few decades at most at the start of the fourth century (and possibly the very end of the third) of the 36th millennium. I would expect that the Imperium would have made imposing a new Lord High Admiral and other senior officers a priority, and Terran naval nobility conforming to the big gun lobby is quite reasonable.

Except that it isn't. Current timelines have the Plague of Unbelife ending in M37 with the Great Cull in 020 M37.
Also, why would Segmentum Solar, home to some of the most extensive carrier fleets in the Imperium (based on the Number of Mars and Emperor [love it when the writers are funny] class ships mentioned in them) be in favor of the 'big gun' lobby? Again, that seems backwards.
