just wondering does Farwynds ability have any effect on things that reduce out of house gold penalty, like the neutral house card? my quick guess would be no, but I want to be sure before I place him in my neutral deck

An effect that specifically modifies the gold penalty would happen before that penalty is added into the cost. So Farwynd would not effect something that modified a gold penalty on its own. He only stops you from lowering the cost once it has been calculated (including gold penalties).

I asked the same question when Fartwind was spoiled, so I can answer this

Modifiers to penalties are applied before the penalty become part of the cost for a card. So Farwynd does not affect penalty reductions.
