To be perfectly honest I am not sure if we cleared anything up. My interpretation of the rules as GM are as follows. Yes you can use the 4,500 XP to buy Origin Path, Skills, and Talents/spacial abilities and the 500 XP could be used to buy characteristic upgrades, skills, talents from your career path that would also include alternate ranks. As a supplemental explenation this does mean that you can use part of the 4,500 xp to buy skills and talents from your career path. The idea behind it is that it is part of your backstory but when it comes down to the practical of spending the xp no you have spend no xp. One last note on this issue and this goes to any of the players if you wish to modify your characters origin path feel free at this time. Origin Path includes both the choices in Core Rule Book and Into the Storm Expanded Origin Path the xp costs are taken from the 4500 xp not the 500. Elite Advances are taken from the 500 xp section at character creation.
On the question of free acquisition, as long as the bonus is (+0) you can have it. If you can't get it as the free one then feel free to try when we are in game.
I hope I have made the ruling on the base 4500 xp and 500 xp deal clear. If it bothers you that it is not as the rules are supposed to be, lets call it a House Rule. I hope we can solve all the little issues that pop up during this period of planning and preperation.
if you want it as house rule for your well traveled npc that is fine. and yes, aslong as the aquisition roll is +0 or higher you can have it, however they increased the rarity for power armor by one step. If you can always see if you can increase the quality of your crew with Crew improvements upgrade. it's rarity is average.

Actualy in the errata it says the availability of power armor is Extreamly Rare. So -30 like the flp belt. So I can use as a free aquisition

But you need to survive until then. If it was verry rare i would have gone for the hexagramatical wards upgrade for the power armor because there are plenty of enemies that force willpower tests.
For example grenades,demoliton charges ,recoil gloves how do you aquire ? Free aquisitions or at the beginning of the first game?
If I need a heavy weapon(like an autocannon with suspensors,red dot and motion predictor)is good or it is too much?
Ammunition of different types how do you aquire at the start of the game and how many and what type of amunition there are at the begining of the game ?
Ammo wise, it is not really accoutned for; it is implided that the ship,s Monitoriums got tons and tons of ammo of almost all the types, short of the hyper rare ones

you may have over spent the XP, i'm guessing you got your power armor. my starting acquisition was a good craftsmanship Bolt pistol. not sure what ship you will be on, we will have an ork freebooter in the fleet just not sure on what ship.

Well, I used the Holt's Dynasty (your char IIRC)'s PF to roll for my stuff; so I guess I'll be on your ship...except if that brings trouble.
My Starting Acquisition had to be on the practical side and I got a best quality Ork boarding Armour (using the 'scare' avail. from the normal boarding armour), since I don't think anyone got Ork-sized boarding armour or seletine pattern void suits; and I won't make a boarding action without an armoured void suit that's for sure; no point in dying decompressed in my own suit like sort git.

an ork could work, just be expected to be in the first wave of the boarding/counter-boarding parties. show the men that the enemy isn't as tough as they think.

What skills and talents I choosed where only from the origin path or the equipment or class. I didn't choose anything else.
Edit in total is a little above the 5000xp mark in the origin path(5250xp). I could drop the lineage because that gets me the xp to go under 5000xp. You get 1000xp to spend for the first time for the rogue trader session?

No thor, you get 500 XP to spend and that is all. the first session will not net you 1000XP.
The book recommends 500xp per session, if the GM doesn't want to bother calculating every little encounter

Making it a house rule that players are allowed to spend 4500xp on origin path choices is totally within your bounds as GM.
However, per the rules as I believe most have correctly interpreted them the 4500 xp is there for DH characters, and assumed part of the starting package of a RT (RTs start with higher characteristics 2d10 +25 vs 2d10 +20 +/-5, career starting skills and talents in excess of a DH character (the xp for starting skills/talents is listed in the rank1 advance for each career and easily added up).
The interpretation that Into the Storm allows you spend the 4500xp that is specifically stated as not spent is a weak one. Here's why. From Into the Storm page 17.
"As mentioned earlier, when choosing one of these new selections, players should note that they have three choices. The player selects the option he wishes for his character and applies the effects. Because of the depth and power these new choices provide, each selection costs a listed number of experience points. This cost is deducted from the character’s starting experience ."
The rules are of course clear on the fact that a player starts with 500 xp to spend that is also why no option costs more than 500xp.
If they were meant to be equivalant to the core book options they wouldn't have an xp cost associated with them. Allowing characters to actually spend 4500 xp on origin package options removes the "difficulty" associated with "choosing" an origin path. Its not meant to be a grab bag, its meant to reflect a history of choices and achievements hard earned (which is diminished by allowing them to purchase anything and everything they want in Into the Storm).
If you are going to be GM'ing the game it might be prudent to reread the rule sets for all the books you intend to incorporate into your campaign, and make any changes you wish to implement known to your players. Granted this is not always an easy task and why these forums are such a vaulable resource.
In this instance I feel your confusion stems from not completely reading the rules of character creation which in this case includes both the core rule book and the into the storm supplement.

I got the BattleFleet Koronus book today. It looks very nice, it fills out the ship listings nicely. It's always good for the individual players to have their own set of books to check rule statements, action descriptions and to once in a while correct the way ward GM

I just looked at you character Asajev, you should have more than 7 wounds, you double your toughness and add 1 d5 +2 if feral world, though i think frontier also gives that.
