Shock and Awe question

In the above scenario, the Russians have the winter strategy card deck. Many of these cards refer to enemy vehicles. However, the only enemy "vehicle" is the PAK 40 AT gun. Once this unit has been taken out (shouldn't take long), all these cards are essentially useless. Shouldn't they be removed from the deck?

I could imagine that they are supposed to be left in. Some of these cards from the WS deck are pretty powerful and having a built-in risk that you may draw a useless card is certainly not without any sense. Just would like to know for sure.

I've got this scenario set up now. From the looks of it, it actually seems quite balanced. I guess i won't know for sure until I've actually played it. then again, "Counter-attack at Orel" doesn't require actual playing to see that it's un balanced....

Iv played this one, i noticed the same thing with the winter deck (I just saw it as the russian higher command not reading the situation properly) could have been something missed out as other scenarios from past releases will normally tell you to remore certain cards before playing.

When I played it came right down to the wire, the last action of the game was an assult and its outcome held the balance of the game.
