Does the foundation played with a powerful offers affect need to match the symbols of all other cards in the card pool?
Just wondering because no CC is needed and because other similar cards have effect stipulations like "that can normally be played"
Since it is being played into the card pool, the resource restriction rule is always in effect so it has to match what's in the card pool.

the only time 'around' this card pool rule is when a card specifies it, like rare Fei Long from set 3, The Next Level
I taught it had to specify "following all restrictions and paying all costs" to be subject to ressource chain when played for free. seems I was wrong.
Nope, as Omar said, the default is following restrictions.
