I got in my Runewars Ita 4 dragons miniatures... but only three hex has one dragon as a neutral unit. Is it the same for the english print or there's one of this hex that has two dragons on it instead of one?

That's not a "misprint" - there's one extra dragon for some reason. (My guess is that the 4th Dragon was used at one point during development, but was removed somewhere along the line).
