Crisis Card Option w/ discarding skill cards?

Just a quick question to resolve a small problem I've been having with Crisis Cards and choosing an options to discard skill cards. My question is this:

If a player is required to discard two cards and another player three cards and one of the players cannot fulfill the discard requirement, can you still choose that options? Lets say player one only has 1 card (to discard the 2 cards for this Crisis option) while player two has 4 cards (to discard the 3 cards for the Crisis option).

Currently, my friends and I have just been playing with house rules to allow the option to continue even though they didn't have the full amount to discard for said option in the Crisis card until I got around to asking here in the forums.

You can always choose between the bottom and the top choice on a card, whether you're capable of fulfilling them or not - an unrevealed cylon could let you 'lose 2 food' although you've only got 1 left as well.

This is clarified in the FAQ.

I think it's implied in page 30 of the core rules: "Choice Crises: When a player makes a choice on a Crisis Card, he can always choose the top or bottom section of the card, regardless of whether he will be able to fulfill the game text listed (unless the card specifically restricts this)."
