It's been like 4 months since James Hata was hired... not that that necessarily has any correlation on how fast a rules doc comes out, but it's the only piece of relevant knowledge we've been given.
It's been way longer since there was even a tournament rules update, and the TR that's still official has been laughable since its inception.
Any time frame?

Last I checked, spring.
