On pg. 151 in the RT Rulebook there is a cybernetic that allows you to basically have a ranged weapon linked to your shoulder. You know- Predator style! However, the cybernetic is very powerful (especially at low levels) because it allows you to get a free shot at your BS on any ranged weapon you place in there. The players have been wanting to get them and place super powered weapons in them (think plasma, inferno pistol ect.) so that they collectively get free high pen/high dmg shots.

I've been looking in the book and can't seem to find any sort of prereq or talent needed to be able to use them. I know that all cybernetics are rare and I can simply refuse them to the players in bulk- but is there any mechanical justification for this decision? It seems like something only the Explorator should really have access to IMO.

You can only make one Attack action in your turn. Using the MIU is an Attack Action.

Exactly, it means that firing your MIU weapon is a free action, but uses up your 1 attack action, leaving you with a Full Action/2 Half Actions to do other things.
