Flying Monsters and Gate Bursts

If a gate burst occurs, and a flying monster's dimensional symbol is also shown on the Mythos card, can that monster move twice ?

This would matter, for instance, if the monster was recently spawned at a location, no investigators are adjacent, but one investigator is in the streets. Would the flying monster go to the sky and then immediately down to that investigator? Or would it just move once, into the sky?

This question was discussed a long time ago and I believe the consensus was no. But that's not how I play it. I play that it moves twice.

The rule is "all flying monsters move regardless of their dimensional symbol " so in all cases you disregard their symbol. They only move once.

With the benefit of hindsight, it would have been much simpler for each gate burst card to say "all flying monsters move if they have not already done so this mythos"

But then people would complain because they're not sure when those monsters move, if it's before or after normal monster movement...among other things!
