Timing of multiple cards coming out of shadows and responses

By the1andonlime, in 2. AGoT Rules Discussion

First of all, is the action to bring a cards out of shadows a framework action?

What if multiple players want to bring cards out of the shadows, would that be in a single framework action?

Which brings us to my main question:
When multiple players want to bring cards out of shadows when are players allowed to take Response actions?

Here's the scenario that led to this question:
My opponent had Syrio Forel in play when I brought Sister of Truth out of Shadows. Does my opponent get a window to bring Syrio out of Shadows after I use the Sister's ability to put him into Shadows?

Relevant card text:

Syrio Forel unique13.png
gc16.png (s0) STR (2) Military Shadows
[Neutral Character]
Ally.

Stealth.
Response: After you win a challenge in which Syrio Forel participated, put him into Shadows

Sister of Truth gc16.png (s1) STR (2) Intrigue Power Shadows
[baratheon Character]
Asshai. Ally.

House Baratheon only.
Response: After Sister of Truth comes out of Shadows, choose 1 Shadows card in play. Return that card to Shadows

Hmm... Looks like the cards text doesn't quite translate...

The opportunity to bring cards out of Shadows is more like a limited player action window before the first framework action window of the phase, I think. Anyhow, each player has only one opportunity to bring a card out of Shadows at the beginning of each phase, starting with the first player. So your scenario depends on who's first player. If you are, then your opponent can bring Syrio out of Shadows after you. If he is, then he does not have another opportunity after you brought your Sister of Truth out.

As for the "what kind of timing window is it" for bringing things out of Shadows, the truth is that the process doesn't really fit into the conventional timing structure as a "player action window" or a "framework action window." We just have to take what the rules for Shadows say and run it as best we can. If you want to get really technical, the proper behavior of bringing cards out of Shadows is that of a player action window - each player gets one opportunity to choose to bring the card out of Shadows, Responses start with the player to the left of the one bringing the card out of Shadows, and all Responses to bringing that card out of Shadows take place before the next card can be brought out of Shadows. Problem is, this "once through, Shadows only" kind of player action window pretty well happens between Step 3 (resolve) and Step 4 (passives) of each "Phase begins" framework action. So the mechanics of the action window timing are clear, but its placement within the overall timing structure is unique to the game.

Hey, thanks guys. This helps a bunch.
