Is there a base Imperial Cruiser hull that is all battery-based (opposite of the all lance-based Gothic) and mounts torpedoes (as opposed to the nova cannon of the Dominator)?

That would be the Tyrant class cruiser, uses plasma based weapon batteries, and torpedo's. Although some got converted to nova cannons during the Gothic war.

Bear in mind that most Chaos hulls were originally from Imperial service and may still be in some places, and Chaos ships are very battery heavy.
Oops! I forgot to add that the ship has the Wrested from a Space Hulk Past History, and is supposed to be "very old" (by Imperial Ship standards) so I'm not sure if a Tyrant could actually qualify since they've only been around for < 3,000 years.
Dominators also are all battery cruisers.

Running through my BfG collections- no, there doesn't seem to be any mention of a Dominator with torps rather than a Nova cannon, although there's nothing I can think of fluff-wise that would prevent a Dominator being refitted and retrofitted with torpedo tubes instead of a Nova cannon. Admittedly, there may be some issues with the fact a Nova cannon runs a significant fraction of the ship's length, which would be a point of weakness once it's gone, and the magazine space would need to be shifted for'ard, but those issues are probably smaller this way than the ones created swapping torpedoes for a Nova.
If you can afford something bigger, however (and would like a dorsal slot to open up), the Overlord class battlecruiser is fitted with torpedo bays, big macrobattery broadsides (and per stock for imperial battlecruisers) dorsal lances. In terms of designs, it was based heavily on the Acheron class heavy cruiser (currently only serving in IN reserve fleets, and for the Arch-Enemy)
As for the Past History- don't worry too much about using a Tyrant- if the worst comes to the worst, you can always claim the Warp did it...
If you are going fairly old you can also go for Chaos ships, as mentioned earlier. The Murder-class is the progenitor of the Lunar-class cruisers, and features port and starboard gundecks plus a prow lance. Historically very numerous and as the former mainstay of many fleets reasonably 'easy' to find. The Carnage-class cruiser is an early rebel, designed more as long range fleet support. It is a rare all-battery ship, which according to lore 'was marred by technical difficulties'. Plenty of opportunity there, me thinks.

I don't think we don't have official values for PC-use of those hulls. Base Detection, SP, Space, Armour, etc.
I guess I can go with a Tyrant. If it's spent more than 1,000 years as part of a Space Hulk, that will have to do even if the ship is only 2,500 years old.

I'd imagine that the +2 Speed and +5 Manoeuvrability are going to make it cost a few more SP than a Lunar even with the -1 Armour.

The Murder's Prow Lance isn't a standard weapon, and it's not in Battlefleet Koronus - the same can be said of its Mars-pattern Plasma batteries. The Promise of Sedition in Edge of the Abyss contains a number of non-standard components, quite deliberately (and written before work was started on Battlefleet Koronus), such as the Saturnine Pattern 4 Drive (in the removed background text for it, an ancient form of high-yield plasma drive no longer used by the Imperium, but still present on some older vessels) and the Sacramentum Maleficus (a Chaos-spawned replacement for a Gellar Field, being little more than blasphemous runes and appropriately-timed sacrifices)

I really REALLY wish that when FFG creates a component and gives stats they aren't always PARTIAL stats. Is it so hard to add the Power/Space and SP requirements?

I'll second that; the Murder was always my favourite Chaos cruiser from BFG, and I was hoping it would be in BFK. I suppose we must take one of the others as a base and start from there - BFG mentions they have the "best plasma cannon batteries ever produced by the Adeptus Mechanicus" and their total damage / fire power should be comparable to the batteries of a Hades Class Heavy Cruiser. Not much but a place to start...
