YS plays 3 foundations. The second one is FMSCC. Can he use the React on FMSCC before we ready foundations?

I would say yes because of the "and then" in YS' ability. Billy's card is dropped into the staging area, and can then react. After the react the "and then" would kick in and you could ready it. I think that makes sense....
