Do i treat non-unique charcacters like non-unique locations in that i can have a few out in play(gold road, fiefdoms etc.)? Can i have 1,2 or 3 lannisport weoponsmiths out in play at one time or a lannisport steward. What happens if , say, a lannisport weoponsmith dies, am i allowed to play other copies i may draw later of a non unique character?

Just like the rules for unique cards apply to all card types, such that you treat all unique cards the same, the inapplicability of the unique card rules apply to all card types. I'm not sure where you got the idea that non-unique characters act like unique characters in all but duplication. If the rules don't specify something, don't add it in.
