As normal, I'd say. If it's the lead unit, add its full firepower, if it's the supporting unit add half firepower.
The problem is that HE treats normal range as close (successes on 4, 4 and 6).

Well, then I guess it all depends on which unit you designate as the fire leader (or whatever term is used in TOI). I take it there's nothing in the rules to prevent such a unit from combining fire? (Haven't obtained FoTB yet, hopefully today, that's what they said at the FLAGS). But indeed; very good question and something that should have been covered in the rules, if it isn't.
HE ammo in the first place seems so insanely powerfull.
The original rules state that combined fire uses the highest number of participating units. This is originaly for the range, but aybe it is the same for this special ammo....

Until there is an official ruling from FFG in a new FAQ, that is what I would do, too.

Well, I guess that would work. Still halve them should they belong to the/a supporting unit(s).

What's more; it improves your firepower against vehicles. In real life HE ammunition is meant to be used against infantry, if I'm not mistaken...Is this perhaps a typo?!

Yeah, that sure looks like a typo to me.
Now it's a "short to medium range anti-vehicle round" ... ... instead of an AP-round!
Since two of the other round allready are AT-rounds, I would strongly suggest giving this one an Errata/FAQ making it AP only.
On a sidenote: the Soviets actually did use HE-rounds with great effect against german panzers, but that was because they used a BLOODY BIG calibre! The shot didn't penetrate, it simply blew the entire turret off or turned the insides (read: crew) to a red sticky mess.

I'm pretty sure he's talking from the Soviets' point of view. They would be pretty relieved to see a potential threat to their own lives being eliminated. Don't take that particular comment too seriously. I know him and he's not a violent psychopath; on the contrary, I might add!

The rules for combined fire states that the attack is resolved using the highest to-hit number of alle participants. Thus any bonus from special ammo would be wasted unless all participants had special ammo.

That's another possible explanation, but apparently Bill Jaffe rolled the dice separately while playtesting. An errata/clarification would certainly come in handy here.

as stated in the original rules, you have to use always the longer range when combinding fire.
so in this case is just bad luck, when one unit is close and one is not.
I would think, it is the same mechanic when use he-ammo....

So waht you're saying is: you have two units combining fire. They're both at normal range, but one of them (vehicle) uses HE ammo. Its normal range now becomes short range. However, the other unit without the HE ammo, is still at normal range and therefore you wouldn't get to hit on 4+, but on 5+ as usual. Yeah, makes sense, but strange then that Bill Jaffe rolled them separately (that is, the HE dice) when combining fire...
I'd really like to see an official clarification on this one!
Not strange that he rolled the dice seperatly. He just did not know the rules
