1: It grants you additional degrees of success on all intelligence based skill tests if I´m not mistaken.

Unnatural Intelligence (x2) will net you two extra degrees of succes on any succesful intelligence-based skilltest.
In addition it will lower the difficulty of all such tests by one level. As in difficult (-10) becomes challenging (+0).
It will also serve as a tiebreaker. If (for whatever reason) you are engaged in an opposed int test, perhaps trying to actively outwit someone, or trying to backtrace a heretek, hacking your dataterminal, and both you and your opponent score the same degrees of succes, the one with the unnatural trait comes out on top.
Lastly it is badass. Having a carefully constructed technological marvel surgically implanted in your brain, shows the kind of appreciation for the Omnissiah and his blessed wonders, that just might net you a bonus on social-tests with the AdMech.
The name (I believe) is based on the latin word cogitator, which I believe translates into "thinking" or some variety thereoff.
There is a talent named combat formation (possibly not before Ascension) which lets your whole team take your int bonus (which gets doubled by unnatural int x2) for initiative instead their own Agility Bonus.

Logic, being a skill, is well within the purview of the bonus granted by a Good quality Cortex Implant. Therefore, it can acceptably be used by members of the Inquisition in the course of rooting out heretics. Accusing an Inquisitor of heresy is heresy. *BLAM*

Unless your party has a biomancer, the implant will prove its worth through medicae alone. Especially when other characters get a talent so they always count as lightly wounded.
That 'reducing the difficulty of the test' bit means that you get a +10 to all int based tests. Not much, but look through the table at the start of the skills chapter to see which skills are int based.
As for opposed int tests, how often do they come up for you ?

Only int-based skills, not all int-based tests, benefit from the reduced difficulty. And that, only for non-opposed tests.
And yeah, its worth it just for the medicae.

Naw, it's Cogitator, I just failed my Linguistics (Trivial +60) skill check somehow.
Phew, consistency ftw then. And no worries - it takes some time to get used to these "40k'ified" terms. They're great for roleplaying, though. Gives every dialogue that special pseudo-gothic touch we all know and love.

Your Intelligence tests are one degree of difficulty (consider it a +10 if this is easier), you get an extra degree of success on successful Intelligence-based skill tests, your attribute bonus is doubled and you win tied-rolls. There are a LOT of Intelligence based skills, so this is HUGE! Of course the hard part is FINDING one of these beauties!
Hope your TechPriest made some friends along the way, because it is an obscenely difficult Inquiry roll to locate one of suitable quality. You know, one of those pesky Fellowship-based skills that you never trained... Also, when you do cease biological functions be prepared for a Magos to show up and cart your skull off, augmetics and all.
Lol, actually, it's in a RT game, so I chose it as one of the "freebies" at char creation, and used 200xp to bump it to "good" quality, but yeah, stupid fellowship, why can't everyone just be logical?
