This means a Choppa is useless with in zone with no development, right?

No. Choppa has no power, it only gives power through its text.

So Und Dokbar effecks only Building, Siege or Ship Support card? So at this moment there are better cards for a Dwarf deck then this one.

It affects most non-attachment support cards, the things you listed are just a few support traits, and Und Dokbar makes no reference to traits.

This is not a bad version of the new supports that punish no developements. The Dwarves do normally tend to add developements, so it shouldn't affect them. Think of a favourite of the Orcs - Squig Pen. A great starter to give a big boost to Resources. Once in play, no developements can be played into that zone, so it becomes useless. There are quite a few 2P building supports now which would have to be protected. I believe the whole rational behind these new cards was to encourage players to use developements more. Every developement uses a card up, which, in turn, brings more value to the cards that affect developements. If you normally play without developements and your opponent brings out one of these, you could be in trouble. All in all a very thoughtful addition. Cheers!
