Cause the Guardsman career also has ranks named "Storm Trooper" and "Lieutenant". Cause by your apparent logic, just earning enough XP means you automatically get promoted or join the special forces.
And that all IG officers come from the Ranks.
As to numbers not being a Force Multiplier, that depends on if you're using the classic definition - which defines FMs as any and all *factors* that influence the effectiveness of a fighting force [and is more strategic-centric] - or the more modernised US definition which defines them as technical factors that *multiply an existing force* [and is more tactic-centric in conception]. ie: The first is more strategic as it is a broader overview into the entirety of the fighting force's effectiveness and is the best approach for politicians, staff officers and strategists, where the later is more focused on 'things I can control as a commander on-the-ground' and is more useful as a concept for field officers. The first definition includes the number of troops, the second less-so, although it's still considered a factor in some circumstances (a cadre of troops recruiting and training local troops for example is still seen as a force multiplier).
By classic definition, Thermapoylae was, and remains a classroom example of the superiority of terrain as a multiplier over numbers, whereas under the other definition, it more simply teaches the value of terrain as a force multiplier.
