Dominance and event priority

I am eagerly waiting to play this game for the first time and am currently reading through the rulebook, but one thing seems a little odd:

Page 14 states that when the Shadow player has dominance, the event card with the highest priority number is resolved from the 3 cards drawn; however, on the next page the rules say that the higher numbered cards tend to benefit the heroes.

Is this done so the game remains balanced between sides, or have I misunderstood something here?

Why would the player with story dominance be put at a disadvantage, instead of vice versa?

It is done to balance the game, so that it remains a tense, exciting experience throughout. The disadvantage is minor compared to being in the lead and in a better position to win.
