Advance Scheme Question

Sorry if this has been dealt with else where (I am, sadly, a total newb).

The skill and talent advancement charts for character classes often include skills they automatically get, so does that give them the option of buying the skill again? I'm confused because (for example) a Rank 1 Rogue Trader automatically starts with Command... in the chart for available Rank 1 advances there is also Command and then in Rogue Trader Rank 2's chart there is Command +10. That would seem to make buying Command at Rank 1 redundant.

Same thing for certain talents like Pistol Training (Universal). Why would you take it twice? Are you even allowed to take talents twice?

Stuff on chart one it says you start with is included on the chart so you can see what sort of value is assigned to the different abilities. It allows if a GM is willing to let you not take certain abilities and respend points if it better fits the character. What most people will do because most of the skill and talent picks on your first table you already have you'll find you spend most of the points from your first level on stat increases.

DUPLICATED SKILLS AND TALENTS
It is important to note that many Career Paths starting Skills and Talents are duplicated at Rank 1 of the Career’s Advances. This is an intentional duplication, and represents the training that is available to all Careers regardless of their origins. Future expansions for the Rogue Trader line may feature Alternate Career ranks or backgrounds with different starting skills, and therefore, this duplication serves a purpose for the overall Rogue Trader line. If a character already possesses such a Skill or Talent from C haracter Generation, they may not purchase it again at Rank 1.
