I have a question regarding the power of the Gipsy to take any spell placed on the discard pile. Does it also apply to spells ditched like if you are playing the Philosoper or have the Familiar as a follower, i.e. take a spell, if you don't like it discard it and take another?

Yes she can. It applies to any Spell placed on the discard pile!

That is the way we played it. So against the Philosopher or someone who has the Familiar this ability is even more potent than it was.

What happen in the case when someone cast a mini-vortex for example on you and you have 3 spells, can the Gipsy look through all of them and take the ones she want or her ability only work for the top spell placed on the discard pile, meaning in this case I could arrange my spells before discarding them so that the Gipsy can only take the top one?

The Gypsy may take any of the Spells discarded by another player, so she may look through the discarded Spells and take any of them as long as she has enough Craft.
