I am not sure I understand your question. Are you trying to make a a ki technique that creates an illusional copy of a the character, or are you asking a question about a technique that already exsists.

Yes. An illusion can not effect anything but it can cause distractions and diversions. I expect that the main purpose of this technique is so that people you are fighting do not know which of you is the real you.
