Space Wolves have had a named second founding for quite some time, the Wolf Brothers.
The Salamnders on the otherhand are more questionable.

table fantastic rule kicks in "count as", on my last official GW tourney (local size) around 80% of all armies were Space Marines in every different colour or type, with around 3/4 of all space marine armies being Blood Angels or Space Wolves with different names and colours. So nothing stop anyone from making cheesy story about why his chapter is unique descendant of chapter XYZ.
In case of BT and very late discovery of psychic talent (curse) in one of battle-brothers i would rather see such lucky one send to closer IF succesor than killed, or in truth see such ashamed brother rather commit fast Suicide than live with such mark on soul. (in DW simply enter cheesy unique story about chance 1 to 1000k that just happens be it turning at erioch gate as black shield or joining IF)

Yup; but they don't exist as a Chapter any more, and were chalked up as a lesson learned.

That was my point. There are no Space Wolves successors, officially. I applaud FFG though for supporting GMs who want to house rule such a custom chapter. All-in-all I consider a Black Templar offspring more likely. Although they'd probably be a more radical successor. The Black Templars are just a bunch of softies and wussies, true Space Marines serve in the Deaths Death.

I believe back in Codex: Armageddon, where the rules for BT were first laid out, it stated that any psykers uncovered in the recruitment process were turned over to other Sons of Dorn (Imperial Fists, Crimson Fists, ect.) to be trained as Librarians for their specific Chapters.
As for contradictory info regarding Deathwatch Librarians, GW has published continuity errors before and whatever is the most recent is considered 'cannon'. Even though DW is only licensed from GW, I'd consider the information in it to be cannon for the 40K universe unless GW outright says it's wrong. Next month, Codex: Grey Knights is being released, so there might be some Deathwatch information in there.

Because it's all under the Inquisition and Deathwatch isn't a big enough 'faction' to warrant their own Codex. This is just a rumor I've heard, so take it with a grain of salt, naturally.
