Is it possible to get above 60 in a basic characteristic before level 8 and is it possible to have above 70 being above level 8?

Also, how can I increase my characteristic advances beyond buying the 4 +5 (+20) basic advances?

The highest characteristic I'm personally aware of can get a score as high as 81 by... hmmm... just before Rank 3 ends? Unfortunately, It requires some seriously lucky rolls on the Sanctioning Side Effect and Divination tables.

Voidborn Darkholder with Living Nightmares, Hypnodoctrination Sanctioning Side Effect, the "In the darkness, follow the light of terra" divination, and 4 characteristic advances.

25 (Voidborn) +20 (Rolled) + 5 (Darkholder) +5 (Living Nightmares) +3 (Hypno) +3 (divination) +20 (characteristic advances) = 81 Willpower by 1900 XP.

Toughness or Strength could probably both get higher, but that will likely require some gear (Like the Mining Helot Augmentation and likely a machinator array.)
