So maybe Im just thick for not understanding it but for "The Chosen Few" deck building competition it says that the deck may use an agenda. Does the agenda have to be from the same chapter pack cycle you chose for the deck building? Has anyone else wondered this?

Yes. Check the comment section in the article.
Basically the only thing that can be from a different chapter pack cycle from the one you selected is the neutral house card.
