Recharge or run? The tech priests have a power armor suit that runs off of the tech priests internal power (dragon scale).

So if the question is can a tech priest simply hook up a suit and use himself as a power supply.. yes.

If you are asking what it would take to charge another persons suit I would say -10 test for light power armor and -20 for regular or heavy.

Energy cache would be very helpful in this respect as well.
