RtL: A doubt about the Ascension Plot

One the Ascension plot's cards say:

Place this card in play at the start of the campaign and read its story text to the heroes. The overlord needs destruction to fuel his evil plot. Each time a city is razed, the overlord gains five extra conquest tokens.

Does this mean that as soon as a city is razed the OL gets 5 conquest tokens or that every turn, in addition to the 1 C.T. the Overlord should get for the destroyed city, he gets 5 additional C.T.?

A given city can only be razed once, therefore this bonus only applies once.
