Daoloth and Tulzscha rules question

Okay, obviously there's a little confusion as to how to integrate this AO and Herald. My interpretation was that when Cultists move, they move directly to the nearest sealed location. Agreed? Where, though, do Cultists move to if there is no sealed gate? Do they then go to the nearest Investigator, just as they would if Tulzscha was not the Herald?

A few months ago I submitted questions about Daoloth for the FAQ. This was one of them.

Daoloth makes Cultists move directly to the nearest investigator.

Tulzscha makes Cultists elusive , and technically, elusive monsters ignore investigators for the purposes of movement. Clearly, these two conditions can't both be met in a meaningful way.

I'd venture to guess that Cultists still move to investigators, and that the elusive ability is only relevant with engaging them in combat. But they would only ignore an investigator and move to a seal if the seal was on an adjacent space.

This. That's how I would play it (if I had either of them...) But to ask another question: What if an investigator is in an adjacent street and a Seal is in an adjacent location with Glaaki as the AO and Tulzscha as the Herald? Do they stalk the investigator, or do they go for the Sign, or does the First Player decide? I'd rule the seal, since that's more game-breaking than going into the same space as an investigator...

I would say that Tulzscha's sign-hunting would take precedence. Stalkers are supposed to move to an investigator in a (valid) adjacent space, but Tulzscha specifies that Cultists will move to an adjacent elder sign. This is similar to Hastur's Cultists in the sky deciding to swoop on an investigator or on a seal: I'd say the seal takes precedence, because that is the Cultist's mission.
