My initial take is that this is an important plot that will see a lot of play. 4 gold and 6 initiative are solid, and the discard/draw effect has a number of implications. Thoughts:
Counter Draw
Having all players hit the draw cap in the plot phase effectively shuts down an opponent's draw advantage. Expect to see this in a lot of decks without efficient draw options. Metagame wise it significantly reduces Lannister and other draw intensive decks advantages.
Hand Refill
Reliable way to refill after emptying your hand.
Putting Cards in The Discard Pile (right where you want them)
Plenty of cards work just fine from the discard pile:
Martell: Darkstar
Targ: Street Waif and Lady Dany's Chambers kick into action the following turn
Greyjoy: River Raid
Baratheon: To be a Stag, Lost Captain
Stark: Endless Endurance
