"About to cycle" and "from top of deck" question

Say you have only 4 cards left in your deck before you cycle ( not a cycle out "game over", but a simple cycle " remove 10 cards and go on" )

1) If i play an effect that say " discard the top 8 card from the top of your deck. Do you discard the 4 left, cycle, then resume, discarding the 4 others you needed to make it 8? or because you only had 4 left when the effect was played, after the cycle you don't discard anymore cards?

2) same with "Draw the top 8 cards from the top of your deck" : Draw 4, cycle, then resume drawing 4 more or not?

I beleive that after the cycle you resume the discard/draw but another player argued with me that because of an old ruling, and the "reveal the top x cards from the top of your deck" doesn't allow you to see more than what you have left, you do not resume after the cycle.

Well, say that you're starting the turn with those 4 cards left on the top of your deck and say you have no cards in hand and you are a 7 hand size character. At the Draw Step of your turn you would have to draw until your handsize so, you draw the last 4 cards, cycle, then draw the last 3 to fill your hand. I think the effect is the same for your questions.

what the other person is thinking of is an effect that says "reveal X cards from the top of the deck"

revealing cards doesn't cause a cycle, so if you have to reveal 6 but only have 4, all you get to see is 4
