In the NC expansion, the rules specifically state that all humans are moved from Galactica/Pegasus to Resistance HQ and Cylons to Occupation Authority. Does this include players in the brig? I *assume* this is so, but I can see how it would upset players who, perhaps, just worked hard to maneuver someone into the brig only to see them go free.

Yes, starting the NC phsae frees everyone. From a thematic standpoint people have been on the planet for a long time in the interim between jumping to 7 and starting the phase. From a tactical standpoint, it might be better to not brig people if you're close to jumping and within 2 of the NC phase. Doing it within 3 is a gamble, but there aren't a ton of distance 3 jumps, so you're probably o.k.
