Sure. If you get a "travel/visit x" Quest, you don't have to come out of the Inner Region to complete it, but if you draw a "discard 2 Gold" and you have 2 Gold, you must complete it and get bounced to the Warlock's Cave.

There is no FAQ about this situation yet. Dam answered You how he would play this situation. Personally I would play exactly same as he.
For one, the only restriction on PoD is that the target can't have a WQ on him and that you need to cast it at the start of his turn. Being on the Inner Region gives you no protection against spells in general, only ones that can be cast at the same Region as your character, but PoD isn't one. Second, being on the Inner Region doesn't allow you to ignore any WQ you do get, you still must complete it if possible. Since you're already there, you probably don't need a Talisman, so you can continue to the CoC instead of coming back out for a Kill One Enemy, etc. Quest, but if able, you must complete the discard/sacrifice Quest there and then, which results in you teleporting to the Warlock's Cave as per normal Quest completion.
