In the scenario Picking up the pieces, the special rules says that after a successful naval bombardment you place a crater token in that hex.

Only the target hex or all the hexes touched by the bombardment?

Is there some restriction to where a crater can be placed? (like on a bunker hex)

In two others scenarios featuring Naval bombardment, there is no mention of placing a crater in the target hex so, im I right in thinking that in those scenarios you dont place a crater after a bombardment?
