Since Librarians gain a Force Weapon from the start, what is the point of getting one for becoming an Epistolary? Is it meant to be an Exceptional or Master Crafted Force Weapon?

Probably force weapon or staff, on starting librarians i also always give the option for weapon or staff

Per Ross, the additional force weapon is a mistake. You only add the psychic hood when you become an Epistolary.
