I think it is time to start playing Elite Hit Squad. The only issue is that it limits the number of peeps you will have to commit to the story unless you run ready tech. Interesting card, full of possibilities.

An Offer you can't refuse looks better and better.

There are a few cards that have increased viability with Gang Warfare. Eyes in a Jar+A Sight for Sore Eyes, Like a Moth, Legacy of Ramses, Get on Yer Feet, and of course the already well used debuff Characters. If only Syndicate had better Characters... Right now I am finding more success splashing Silver Twilight. @ FFG: Please give us back:

Syndicate's characters are not so bottom of the barrel but they are just not focused in the slightest. I always thought Offer you can't refuse was a good card looking for a deck and it seems that with escalating warfare a mono syndicate deck should be viable.

besides with such awesome exhausting and skill reducing effects in Syndicate, sometimes you don't need incredible characters.

I hear you. Where Syndicate lacks character focus they have a good number of Events that are great for sleazing stories. i also think any Syndicate deck based around this scheme is clearly better off splashing some Silver Twilight Characters, such as Lord Jeffrey Farrington, High Wizard of the Order, Lodge Barkeep, and maybe even Lodge Housekeeper. overall the above cards have better synergy with Syndicate control/evasion than the Syndicate characters themselves.
