When a deck ends what is happening? Does the player shuffles his discard pile to a new play deck?

When the deck ends you can't draw anymore. Nothing else happens.

There's no rule concerning a player's deck running out of cards, so the cards in your discard pile stay where they are unless moved by a card effect.
