The TWoW Obara Sand card has a Mulligan in it's text. Where are the Mulligan rules?
Also another subject. Does all gold on Characters go back to the gold pool in the Taxation phase? I can't find the rule on it.

In this game, if there isn't a card or rule telling you to do something, you don't (and even can't) do it. Since the rules don't say anything about gold on characters, don't start making stuff up. The tokens stay put.
So the gold tokens stay on the characters after the taxation phase. What about the Mulligan rules????
