While it doesn't say IDD (but that's probably only because only you take the damage), it does fall under the description of IDD:
"Indirect Damage is non-combat
damage that is dealt to a target player.
The player who is dealt the indirect
damage must assign it to his units
and/or his capital." (FAQ, p. 10)
ToV is non-combat and damage is dealt to a target player. So for me it still abides by the IDD assigning rules.

I agree that's the intent, but I could see people arguing otherwise, since ToV says it deals the damage to the capital, and IDD is defined as non-combat damage to the player.
Indirect Damage cannot be assigned to a burning zone, and a player cannot assign more indirect damage to a unit than what it would take to destroy the unit.
Probably should have been worded as "deal 2 indirect damage to your capital"
Am I right in thinking that it says that a Burning Zone is not changed in any way except that it can't be dealt anymore damage? ie You can still attack that zone but it would only be of benefit for other things like abilities to force units to defend etc. Doesn't it then imply that no form of damage can be done to it? I believe the mention of Indirect Fire was added because normal damage can be assigned over and above that needed to destroy or burn in anticipation of reactions. Therefore I would say that NO type of damage can be applied to a burning zone. Cheers!
Yep, I was wrong. I wasn't seeing one of the answers in the FAQ:
A burning zone still functions normally except that it cannot be assigned damage.
