When the Myphos card Stalkers in the Night is drawn it says to return any of the 3 Monsters listed, in Arkham to the cup, does this include any of the Monsters listed that are in the Outskirts.

I'm pretty sure the answer is "no." At least, I never have with any of those cards. There are some cards that do clean out the outskirts, though...

You mean like "Strange Tremors Cease" where you return all Chthonians to the cup? Yes, the Outskirts count. If "Stalkers in the Night" is that type of card, then Outskirts ones will return too.
Those types of Mythos cards should be clarified: instead of "in Arkham" they should say "in Arkham, the Sky, and the Outskirts."
Put it this way: if Innsmouth and Dunwich are considered close enough to feel the effects of the Mythos card, then so is Arkham's Outskirts.

Apologies, Tibs, but since when? Not in my manual, not in my FAQ, not in Kevin's sticky. Outskirts monsters are never actually "in play", so I fail to see how they are ever in Arkham.
And don't gimme that Dunwich is farther than the Outskirts either. Just because we call it "Outskirts" doesn't mean it couldn't include New York, Egypt, or Antarctica. (Backwards Compatibility, thy name is PBBBBBT!!!)

It may be in the proto-FAQ, or not. I'm not sure. And I can't confirm it regardless because of the NDA.

So far I've played it like Tibs said...you return the ones from Arkham/Sky/Outskirts.
Well "outskirts" of a city is its peripheral area. Kingsport lies pretty much within the outskirts of Arkham.
I equate it to removal of monsters by closing a gate. Outskirts counts there, and so does the sky. It should be the same with these mythos cards.
Let me get this straight. What's the difference between monsters:
1) in play
2) in Arkham
3) in Arkham, the Sky, and the Outskirts.
Is #2 and #3 the same thing? If so, then what's the point of #3? Is #1 the same as #2 or #3? I always have had some confusion on this particular issue. It's almost just as confusing as lose the next turn, staying here next turn, and delayed.
Well first of all, "stay here next turn" and "delayed" are exactly the same. So that cuts it to two options.
I believe that the Sky and the Outskirts constitutes part of Arkham, so 2 and 3 are the same. There may be cards or effects that make a distinction but I think that they actually state the distinction.

Drat. Been playing it wrong. Though, to be honest, I doubt it's ever actually made a difference, though! But I'm okay with that ruling. I've always considered the Sky to be in Arkham, just not the Outskirts. Maybe because it seemed too...outskirty to me.
