How to comprehend the hero,Landrec the Wise's ability ?

For example:When he take battle action , is it possible that he receives 1 free surge on first attack and another surge on second attack?

Whether he only can receives 2 free surges on one of twice attack for the battle action.

is card says that he receives 2 free suges on every attack roll. no need to split them up when declaring battle or using skills like quick casting. he can be especially potent with the mana weave other and lucky skill. he is good at getting past fear and being low conquest he is a great one to give the staff of the grave to.

Landrec the Wise’s special ability should state that he “receives 2 free surges on all attack rolls.”

If a roll is an attack roll then it is one of 'all attack rolls' and thus qualifies to get 2 free surges. The sentence above does not say that all attack rolls combined get a total of two free surges between them.
The purpose of this ruling is to reduce Landrec's free surges to only 'attack' rolls (notice how 'attack' is in italics (bold above)). This is to prevent people using Landrec's ability to add two free surges to every 'roll' (as written on his card) from using it to avoid trap damage (crushing block for example) and other non-combat rolls.
