New Caprica Snafus/Destroying Things

Okay, so I just got Pegasus in the mail the other day. Played vanilla many 15 or so times, GREAT games on vanilla. However, during Pegasus we ran into some problem that I wanted some clarification on. We got to the New Caprica board and I was reading the setup and it says place all non-destroyed civ ships into the locked civ ships area of the board. Now, when civ ships are destroyed, does that mean they are removed from play and tossed in the box? Prior to playing Pegasus, we had always just "destroyed" civ ships by setting them aside again and than shuffling when we needed to draw another one. So is the "Limitation" rule applied to civ ships as well when playing? ie, If a setup calls for civ ships and you cannot fill the amount it calls for on the game board due to the destruction of the civ ships, do you just fill the setup as best you can? Does this rule also apply to Cylon raiders, heavy raiders, and basestars when they are destroyed?

This came up when my group was playing and we weren't really sure what to do. Since so many civ ships had been destroyed before getting to New Caprica we weren't sure if ANY were indeed left. What would happen if no civ ships were setup on New Caprica? Would that essentially make being on New Caprica easier for the humans, correct?

Destroyed Civilian ships are removed from the game (pg. 22 and 24 of BSG rulebook). They are subject to Component Limitations rule.

Unlike Civilian Ships, Vipers and Raiders, destroyed Cylon Ships are returned to reserves (pg. 24). However, they do follow Component Limitations rule otherwise - for example, when game effect instruct to place more Cylon Ships than there are available at the reserves.

If all the Civilian Ships have been destroyed, you have lost 12 Population unless Preventative Policy (Politics Skill Card found in Pegasus Expansion) has been played or more Population has been gained from Crisis or Destination cards. Effectively, humans should have lost already. However, it is possible to enter New Caprica with all the Civilian ships destoryed if your Population is still at 1 or more. Even so, that does not mean that New Caprica will be easy for humans unless all your other resources are high enough.
