No. Her ability is only usable on her turn. The hefty opportunity cost of the ability (she can't XO if she wants to use it) is one of the reasons she's relegated to the box more often than not in our games.

Yes. Crises are fair game.

Actually, that is incorrect. The ability only works on Kat's Action Step.
"Hotshot - When you would roll a die during your Action step, you may instead discard a Skill Card. Use the card's strength +2 instead of the die roll."

Wow. I guess I could have taken the time to read the card before offering a rules answer. It just sounded like so much work at the time. Thanks for the catch!
It's understandable. Kat's ability is easily confused with Helo's ability. Helo's re-roll can be used on any dice roll during his turn (but only once per turn), while Kat's ability can be used to replace any dice roll made by Kat during her Action Step, but it can be used multiple times (up to 5 times, I believe).
Oh dang, I just realized that Kat's ability is amazing with Best of the Best.

It is indeed quite nice and safe way to remove multiple Raiders, certainly beats our current record of 1 kill with BoB. However, to remove more than 5 Raiders she needs another high strength card because you can't use Best of the Best itself to cheat the roll.
I'm slowly getting convinced that the best way to utilize Kat is to make her President. (Easier said than done.)
Quite a lot of the Quorum cards require die rolls, which Kat should have covered. Strength 4 cards take care of speeches and food rationing, and the rest can be done with lesser cards. Her drawback means she can't stay in office permanently, but commuting between the press room, to get cards for Hotshotting, and the office, to draw and play Qurom cards, seems like a good deal. As usual, it'll work even better with XOs in between.
The problem is, most of the rolls Hotshot is worth using for, instead of playing an XO, require strength 5 cards. And without Hotshot, Kat is basically a much weaker version of Starbuck.
The only problem is finding the time and cards to actually shift the presidency to her...
I don't have the cards handy, but I'm pretty sure most quorum cards work on a 5+, so Kat would only need to discard a 3 to Hotshot them. Unfortunately Hotshot only works on her action step, so it won't help with more than one quorum card per turn around the table. One every other turn if she's not getting an XO to move away so she can move back.
Food Rationing and Inspirational Speech are 6+.
Release Cylon Mugshots is 4+.
Encourage Mutiny, ABF and Civilian Self-Defense are 3+.
No idea about Exodus.
The point is, on her own turns, she can move and Hotshot one of those Quorum cards. She can move to the Press Room and play a Quorum card from her hand, or move to the office and activate it to draw and play one, depending on where she starts. When she's XO'd she can either activate the Press Room and mill for cards, or activate the office and play those Quorum cards that don't require a roll. No need to use an XO for movement.
Speaking as one of the early and outspoken critics of Kat on these boards, I feel I ought to say:
She's gotten *way* better with Exodus.
I'm really re-thinking my early dismissal of Kat lately, so now that this thread's been resurrected I felt I ought to update my above comments.
The first sentence is clear, you can play BotB when any viper attacks, not just your own. The rest of the cards use the standard English implied "you," so the one that plays it is the one who rolls the die, not the person you played it on. Kat could play it on another pilot and hot shot it (if it's her turn), but if the other player plays it on her she can't (regardless of whose turn it is).
Yeah, James. That makes sense to me. The phrase, "instead of rolling the attack, roll a die" kind of made me think the person who would have rolled the attack ought to roll the die, but I think your reading seems to add up.
