Any idea if a second expansion for TI3 will ever happen? I don't think it needs to be revamped into a 4th edition, but having more of everything would be nice.

While I don't think it's impossible, I don't think it's very likely. Based on the designer notes for the base game and expansion, it seems that Twilight Imperium is exactly where Mr. Peterson was trying to get it.
I concur with Sigma. FFG usually releases expansions on a fairly regular schedule for those games they intend to keep expansions coming on. TI3 has been quiet for a long time now (the better part of a decade even? Yeesh.) So I doubt they have any plans to add another expansion.
To FFG's credit, they generally only release expansions when they have something significant to add (generally - one or two of their games have been known to get out of hand =P). Some new game mechanic or variant play idea, new victory conditions, etc. While such expansions typically DO include "more races, more techs, more planet, more whatever" they ALSO include new innovations to keep the game fresh and exciting. I don't think TI3 is really missing anything as it is.
If you're looking for more from TI3, I would recommend you check out ti3wiki.org. They have tons of fanmade content for the game there. Depending on your ability in arts and crafts you might even be able to bring some of it out into the real world.
I think it is simply a case of play the game rather than buy more stuff. Have you got new players involved? Have you tried some of the gazillion variants in boardgamegeek? I cannot believe that you have played out the most epic game ever created! Try some new races or board set-ups. Look at what others have done to expand their experience of TI3. There is no need release more expansions. What extra units would you need? Add some miniatures if you must, but this game is the most amazing, all-encompassing experience in board-gaming possible.
TI3 plus SE has it all. What else can one say?
I agree with everyone here. I think the game is perfect as it is, so I don't need anything else. As soon as a new expansion comes along, the game will never be the same again (for better or worse), and I want the game to be exactly as it is.
I somewhat agree with the first post, but with a caveat.
I'd love to see an expansion, and I think it would be relatively easy to add new cards, and new factions.
But the caveat is I have no interest in an expansion that would detract from the quality of the game. Personally, I find most, never-ending expansion games to be ruined with each following expansion. And that is generally because the idea is to add variety and sell the game more, as opposed to actually improve on the game.
So, yes, I'd like to see an expansion. As long as it doesn't ruin the game that exists. Which is possible, but not necessarily a good idea or easy.

Who knows. My best guess is that they might announce an expansion on March 25, 2011.

Indeed. I was quite surprised to read the announcement, and I'm very excited to see what comes of it.
A few ideas mentioned in the announcement reminded me of things we've seen from various fan sources - flagships, mechs (aka elite GFs), and so on. That tells me they've been paying attention to fan ideas, which is encouraging. I've been generally quite impressed with the stuff people have come up with over the years, so I'm glad FFG was watching.
I'm also very intrigued by the "historical scenario" they mention where someone gets to play the Lazax. That sounds like a fresh take on the game if ever I've heard one.
The new races are always welcome. I definitely hear echoes of Avatar (specifically the plant-network idea) and the Necrons in a couple of those ideas, but that's not to say I mind in any way.
Definitely looking forward to hearing more about this expansion in the weeks and months to come. =)

Very nice. I see the new expansion on the sitesee that they did a new print run of Shattered Empires all in the same day. I'd been trying to get a hold of that one for a while now without resorting to ebay.
Good. Some of the things I wish Twilight Imperium had are now being added. Can't wait to buy.
I was running a game of TI3 on Sat., and had popped onto the website to double check the errata before the game.... the other 6 players are all looking forward to this just as much as I. About time, was the general consensus.
The other thing we could have used during our last game was the mechanized GF, there was a lot of planetary invasions happening.

Happily, it does look like the work went into this. Again, I only want to see expansions when they are well playtested, criticized, and thought through. Realizing that we only have a description to work with, I can see what is being described as entertaining to add to the game. We'll see what the 3 new factions add, and the mercs, but certainly a new aspect to ground combat is good, as well as a new ship class.
