At the end of the fourth scenario is there a Campaign phase or do we proceed immediately with the Measure of Campaign success ?

As it says on page 4 of the campaign book:

Immediately after the fourth scenario, the campaign comes to a close. To determine who has won the campaign, players should do the following....
