5 player games when possible.

Which expansion were played with would be dependent on what was available at the time. Once a table is set the players should vote for the formate they wish to play. The default would be using both expansion with all models exp new Caprica.

No Cylon Leaders for fairness of randomization

Random table drawn, and random set order assigned.

. Pick your own characters via normal legal rules.

3 Hour game limit per game. Once the time limit is reach each player has only 60 seconds to complete their turn or their action is forfeited, any skill check fails, or negative effect triggered/or result chosen)

Secrecy rules will be strictly enforced. Breaking of a rule or cheating would result in lost of cards from hand, loss of turn, or execution of their character. (Following normal rules)
My guess would be 5 player games as that removes the sympathetic cylon and makes it easier to have clear winners. Winners go forward and you make the games work based off of who comes out (either 2 Cylons or 3 Humans).
Personally I think picking your character based off whats been picked and play style is major skill so I would not be in favor of random character picking.
Thoughts on the secrecy/cheating rules? Not that I think it would be a big thing but someone could slip a major point of info...and if we are playing to win (for once) then that matters.
To make it a real tourny you got to have three rounds (if we are talking bad ass here) but it would be easy to see how to drop to two rounds. so...look something like this?

5 players - 2/3 winners
5 players - 2/3 winners
5 players - 2/3 winners
Total winners between 6/9
Round 2
3 Players 1/2 winners
3 Players 1/2 winners
or
5 players 2/3 winners
4 players 1/3 winners
Total winners 2/6

Final players battle
Now obviously there could be some problems here with not so fun games of 3 players and all. So what if there was an MVP voted form the losing team to go on? Like the best human play (player who had the best diplomacy, actions and rolls on average) got to move on to the next round. That way you might be able to always have two 5 player games in the 2nd round. Then you wouldn't need MVP's for the...hmm...
