How does a player move to Sickbay during the movement phase? You can only be moved into Sickbay because of your Viper being shot down, because of a Crisis card, because of a Cylon reveal, etc. You can't choose to go to Sickbay. That said, if any of those things happen to you on your turn, there's nothing I know if in the rules that causes your turn to end, so yes, you should be able to do whatever is left in your turn, whether conducting an action or resolving a Crisis card.
A few of the allies move you to the sickbay as their result. It is after the movement and before the action. So, yes, you may still take an action even if an ally moved you to the sickbay. Your actions are somewhat limited there, but still available.

Keithustus, I have to respectfully disagree.
According to the Pegasus rulebook, the Brig and the Sickbay are Hazardous locations (Page 8, under "Rules Changes and Clarifications"), and players may not voluntarily move to those locations.
If someone does not have access to the Pegasus rulebook (not purchased, or not downloaded the rulebook), then theoretically a player could voluntarily move to those locations. (The BSG rulebook, FAQ v1.1.1, and Exodus rulebook make no mention of these Hazardous Locations).
So- if a player voluntarily moves to the Brig, are they then in a jail cell and need that DC 7 Politics/Leadership to escape? As stupid as it may seem to move to the Brig, stranger things have happened, and I'd have to say yes- they'd need that DC 7.
To answer the original question: If a player is moved to Sickbay (by whatever means), they can still play an action on a skill card, Title card, use a OPT or OPG ability from his character sheet, or reveal a Loyalty card- but they would not have the ability to use a Location ability, as there isn't one on the Sickbay.

The only thing you're disagreeing with me about is whether a player may move voluntarily to sickbay, which you say would only be possible for people without the Pegasus rulebook. That's not much of a disagreement.
And yes, as pointed out, the Hazardous Locations rule is paragraph 11 of the core rules, on page 8. So I take it that you're not disagreeing with me, now that we've cleared that up.
Keithustus: I owe you an apology. I'm so used to the gameboard now, I didn't even look at the explanation of that graphic on page 8. (It was also my search of "Hazardous" instead of "Hazard" which made me believe it wasn't enumerated.)
