I'm not completely versant in all the official errata, so check the FAQ pdf to see if this has been clarified, however I am not aware of anything stating the Staff of Fire should have Burn. Hell Hounds don't have Burn either. Clearly the fire created by the staff (and by Hounds) is not hot enough to cause any serious secondary effects. That's magic for you.
