The terror track can get out of control very quickly in an eight player game. When every monster that goes into the outskirts increases the terror level, and two monster surges can put you several over the limit, you only have to have bad luck once or twice to get it to ten. I played one game recently with 8 players using innsmouth and lurker, where we got two monster surges in a row followed a few turns later by the reckoning card that makes every player with pacts discard two clue tokens or increase the terror track. No one had enough clue tokens, so we ended up jumping the rest of the way to ten because of that. That having been said, most games it isn't much of a factor, especially games with three or four players, because the outskirts actually act as a decent buffer.
Terror Track seems lethargic to me.

Well, if you're playing an eight player game, *something* ought to kill you ;'D
Seriously though, you just have to monster hunt constantly while two or three players are gathering clues and equipment, and it shouldn't even be a problem in an eight player game. No monster's too tough is my motto :')
It's only a problem if you let it be a problem.
i played a game the other night with 3 investigators and the terror track was filling up really fast. Had an environment card that every mythos phase if i rolled a 1 or a 2 the terror track would advance.
