Winning Initiative/Choosing First Player

Rule Book page 11:

"The player who wins initiative chooses who will act first during all subsequent phases of the round. The chosen player becomes the new first player."

Does the winner of initiative choose A first player(could be a different first player for Marshalling than for Challenges) each phase or ONE first player(same player) for all phases of the round?

The winner of initative choose who is the first player. The first player is the same until the next plot phase. Important for Marshalling and Challanges. In Draw Phase the player Draw at the same time, but the first player can make the first action. For example he can play watching the heavens first and reveal a cancel event so he can cancel the watching the heavens of the second player.

Yes, the First Player is chosen once for the whole round, not separately for each phase.

Note that the First Player only gets the first opportunity to play Response effects (including saves/cancels) to Framework Actions (i.e., the game events that must happen for the game to continue). When a player takes an action (like a non-Response event or character ability), it is the person to that player's left that gets the first opportunity to play a Response.
